I want to print or print to PDF, with a specific scale.  I would like to print to 1:10,000.  How do I do this?

Please follow: http://docs.tatukgis.com/DK11/samples:samples:templateprint and provide 
tp.GIS_ViewerScales[1] = 1/100000

For proper scale calcuations your map must be in a valid coordinate system.
