we can create a triangle model of isoline without using raster.

Currently there is no easy way to do this. However, soon we are going to implement a quick triangle-network-to-grid converter that will make the task simple. You will just need to use TGIS_ContourGenerator on the generated grid. Please, keep track of the Developer Kernel Release Notes for the info about the feature release (TIN to grid).

TIN to grid functionality has been release with DK 11.10
